In XF 2.1 enabling in src/config.php the setting $config['enableAddOnArchiveInstaller'] = true; seems to only give access/permissions for super admin users defined in src/config.php ?

Is it possible to only give addon archive install/updates permissions to non-super admin users without giving them full super admin permissions ?
