To my amazement, I got our fairly tech-savvy troll after over 22 years. I also use an add-on signup abuse detection from @Xon that allows me to block VPN registrations by checking during registration. That's been very helpful overall to weed out scammers, however, in this case, XF caught the banned user reregistration on its own without needing that.
I've seen VPN's becoming more and more useless which is why they were likely once selling lifetime...
